اتهم رئيس المنظمة الشركسية أديغه خاسه (Adyge Khase) في كراشيفو-شركيسيا (Karachaevo-Cherkessia) السلطات الروسية بتطبيق سياسة الكيل بمكيالين في ما يتعلق بمساعدة المواطنين في الخارج. ووفقا لمحمد شيركيسوف (Muhamed Cherkesov)، فقد تم السماح فقط لحوالي 30 لاجئا شركسياً من سورية للإستيطان في كراشيفو-شركسيا، في حين انّه سمح على مدى الأشهر القليلة الماضية لما يقدر بنحو 350 لاجئاً من أوكرانيا للقدوم إلى الجمهورية. وقال شيركيسوف بأن السلطات لم تقدم أي مساعدة للاجئين الشركس، ولم يتلق أي من اللاجئين السوريين وضع لاجئ رسمي لأن السلطات رفضت إضفاء صفة لاجئ سياسي لأولئك الفارين من الحرب الأهلية هناك. “أنا مسرور لأن السلطات أظهرت حسن الضيافة تجاه الأوكرانيين على الرغم من انهم فعلوا ذلك بناء على أوامر من السلطات العليا،” حسبما قال شيركيسوف. واضاف، “لكني لا أؤمن في هذه الضيافة كثيراً، لأن الضيافة لا يمكن أن تكون إنتقائيّة. إذا كان عند السلطات حسن ضيافة، فإنه كان من الممكن إظهارها في ما يتعلق باللاجئين السوريين أيضا. إن هذه ضيافة للمفاخرة. إذا لم يساعدوا (الشّراكسة) السوريين، فعلى الإقل دعهم يساعدوا الأوكرانيين، أيا كان الدافع الحقيقي لذلك”. وذكر الناشط أن الشراكسة لم يكونوا متفاجئين من موقف الحكومة الروسية الرافض تجاه مصالحهم. و”في روسيا كانت كل القرارات دائما تتّخذ من قبل شخص واحد. قلب رئيس الدّولة الحالي مكفهر فيما يتعلق بالشركس. لذلك نحن لا نتوقع أي مساعدة بعد الآن، على الرغم من أنني لا أعرف ما فعله الشراكسة لروسيا لأن يسبب مثل هذا الموقف نحونا (politika09.com, July 17). The head of the Circassian organization Adyge Khase in Karachaevo-Cherkessia accused Russian authorities of having a policy of double standards in regard to assisting compatriots abroad. According to Muhamed Cherkesov, only about 30 Circassian refugees from Syria have been allowed to settle in Karachaevo-Cherkessia, while over the past several months, an estimated 350 refugees from Ukraine were allowed to come to the republic. Cherkesov said the authorities did not provide any assistance for the Circassian refugees, and that no Syrian refugee has received official refugee status because the authorities have denied political refugee status to those fleeing the civil war there. “I am glad that the authorities showed hospitality toward the Ukrainians although they did it on orders from above,” Cherkesov said. “But I do not believe in this hospitality much, because hospitality cannot be selective. If the authorities had hospitality, it would have been shown in regard to the Syrian refugees too. This is showy hospitality. If they did not help the Syrians, at least let them help the Ukrainians, whatever their true motive is.” The activist stated that the Circassians were not surprised by the Russian government’s dismissive attitude toward their interests. “In Russia everything has always been decided by one person. The heart of the current head of the state is dark in regard to the Circassians. So we do not expect any assistance anymore, even though I do not know what Circassians did to Russia to cause such an attitude toward us” (politika09.com, July 17).

Window on Eurasia: When Russia was a Democracy – Novgorod Before the Muscovite Occupation

Staunton, July 25 – Vladimir Putin’s increasing authoritarianism has sparked a new round of suggestions in Russia and elsewhere that “Russians are organically incapable of democracy and European values.” But such views ignore the history of the Novgorod Republic which, until Moscow occupied it, was among the most democratic parts of Europe for four centuries.
While Novgorod’s democratic traditions and Moscow’s destruction of them are downplayed or even ignored by many who follow the Muscovite single stream of Russian history approach, these two parts of Russian history are increasingly being recalled by Russian regionalists and others who would like to see a democratic, non-Muscovite Russia emerge.
