The legal expert and a lawyer from Kabardino-Balkaria Larissa Dorogova considers that numerous attacks the employees of the law-enforcement structures in Northern Caucasus was a consequence of degradation of morals in the ranks of the law enforcement bodies. In the interview to IА REGNUM correspondent L. Dorogova declared: “Employees of th4e law-enforcement structures are killed, risking life because they had become a symbol of harms and lawlessnesses. It is a trouble of not only Caucasus, but also all the country. Peace officers openly serve the interests of the rich class, “the abrupt” underworld, being for them a ‘roof’. But their behaivour is quite the other thing when they have to do with an ordinary population. The employers of the law enforcement bodies are used not only for the struggle against criminality – they became an instrument of suppression of any heterodoxy. Rudeness and non-professionalism prospers. In relation to the citizens unprecedented infringements are supposed; cases of moral and physical tortures are numerous. In Caucasus young men do not trust any more an opportunity to defend their honour and civil rights using lawful methods. Therefore they choose the way of violence and revenge. As a matter of fact the behaviour of the law-enforcement structures in Northern Caucasus has a legal definition – instigation to a crime”.
