The Proposals of the Jordan Association of Caucasus Circassian Friends for Reforming the International Circassian Association (ICA)

These proposals were read out at a reception held by the Main Circassian Charity Association in Amman, by the President of the Jordan Association of Caucasus Circassian Friends, Dr. Rouhi Shahaltough in front of the attendees and delegation of the International Circassian Association (ICA) that visited Jordan as part of a tour in the region. The Jordan Association of Caucasus Circassian Friends provided each member of the delegation headed by Mr. Hauti Sakhrukov, President of the International Circassian Association, with a hard copy of the proposals in the Russian language.

The following are the proposals:

1. The International Circassian Association must work to gain recognition of the genocide that afflicted the Circassian nation during the Tsarist era and to apologize, compensate, to open the door for voluntary repatriation of those Circassians who wish to return under international supervision with no limitation, and to recognize the right to self-determination on Circassian land.

2. To issue a statement by the International Circassian Association denouncing the visit described by the Russian Federation of Diaspora Circassian tribal elders and their statements in support for the Sochi Olympic Games on the occupied Circassian lands.

3. Start a dialogue and communication with numerous Circassian national associations, organizations and movements, which are widespread in the motherland and diaspora to work as required for high Circassian interests.

4. Adherence to the Articles of the Statute of the Association, which stipulates the observance and implementation of international laws and treaties and cooperation with all peoples on the basis of peace, freedom and justice. To work to preserve the national identity, to revive the Circassian history, provide legal protection that serves the nation, work to find common literary language, revive the cultural and historical legacy and to provide help and assistance to Circassians who wish to return to their historical homeland. Activate the communication between the one people, who are separated by international borders and that match with International Law and the Universal Declaration of Human Rights.

5. Dealing with the absence of the active role of the International Circassian Association and the lack of participation in important events and tragedies, which Circassians are exposed to, at homeland and abroad that contributed to the status that the International Circassian Association has reached.

6. The International Circassian association, since its foundation, relies on a specific number of leading figures to conduct its affairs, which has led to the absence of a spirit of innovation and the lack of space to introduce contemporary youth elements of leadership.

7. Correction of the election process for the Board of Directors of the International Circassian Association should be as the following:

a. The formation of a board of directors that includes the chairmen of the Circassian Associations, members of the ICA. The Chairman of the Board and the rest of the members should be elected by the chairmen of the associations who are members of the International Circassian Association. The headquarters of the Association should be in the country that the chairman resides at for that period.

b. The heads of the Circassian Charity Associations that are members of the International Circassian Association must be elected from the members of the General Assembly of the association in the country in which it is registered.

c. The association wishing to be a member of the International Circassian Association should have a general assembly whose members are not less than (100).

d. The Associations, which are members of the International Circassian Association should present the following documents:

1- The statute of the Association, which includes: the name of the Association, its address, date of its establishment, goals, membership conditions, tasks of the general assembly and its boards of directors, conditions for granting and loss of membership, resources, administrative, financial and annual reports and many other matters.

2- An official letter from the relevant authority stating that the association is officially registered in the country in which it operates.

3- Submitting an annual statement showing the names of members of the General Assembly who have paid their subscriptions with the receipt number and date.
