Statement by the Public Organization “Khabze”
Recognizing the highest value of life and human rights, and respecting the democratic foundations and constitutional system of the Russian Federation, we declare our disagreement with the initiative of the President of the Russian Federation to amend the Basic Law of the state on the following grounds:
1) The declared procedure for amending the Constitution of the Russian Federation is not provided for in the Basic Law. Consequently, the declared mechanism for incorporating Putin’s amendments through a “popular vote” is legally unlawful.
2) In the outline of the proposed innovations, starting from the establishment of a “state-forming nation” and ending with a non-inclusive understanding of the term, compatriots abroad look at the contours of the upcoming era of discrimination of Russian citizens on ethnic grounds. In connection with the above circumstances, the public organization “Khabze” declares its strong condemnation of all attempts to go beyond the framework of the Constitution of the Russian Federation.
