Statement on the Position of the International Circassian Association  toward Proposed Russian Constitution Amendments

The Jordan Association of Caucasus Circassian Friends denounces the impotence, paralysis, weakness and confusion that accompanies the function of the International Circassian Association (ICA), its disrespect and lack of interest in carrying out its duties. It always failed to do what was indispensable and to do what was required to do, towards the Circassian nation and its just cause. The Jordan Association of Caucasus Circassian Friends’ surprise intensifies of the behavior of the International Circassian Association, which failed to provide the necessary and appropriate conditions for fundamental reforms that meet the Circassian national aspirations.

It is worth mentioning here two statements in addition to others criticizing the performance of the association, which were not taken seriously by the association:

1. “Statement of the Circassian National Movement regarding the Nalchik meeting” issued on December 15, 2019 regarding a meeting of the Inter-Ethnic Relations Council chaired by the President of the Russian Federation in Nalchik on 11/29/2019, that Hauty Sakhrukov, was invited to, where he spoke about matters related to the mother tongue, but he has goofed now.

2. The proposals of the Jordan Association of Caucasus Circassian Friends to reform the International Circassian Association, which consist of seven major points, and were read in front of the delegation of the International Circassian Association in Amman on August 11, 2015. Each member of the delegation headed by Mr. Hauti Sakhrokov, the President of the International Circassian Association, was provided with a copy of the proposals in the Russian language.

The most exciting topic on the scene now is the issue of dwarfing the role of the Circassian language and thus minimizing the importance of peoples and nations in the Russian Federation and accordingly:

— The Association did not take a constructive stance towards the standardization of the language that was divided into languages ​​of multiple nationalities by the defunct Soviet Union. It does not make compulsory national education in schools, universities, and scientific institutes. The International Circassian Association should not stand against the desires of the Circassians in the North Caucasus in their pursuit of unity in a united republic.

— It ignores the fact that Circassian activists have been arrested in their homeland in the North Caucasus, who wish to express their opinions freely, and overlook the violations taking place against them uncontrollably in light of the facts about the brutality of the Russian police who are chasing the Circassian youth, and the baseless accusations against them.

One of the sensitive issues in the Circassian arena that does not receive the required vigilance is the lack of attention of the International Circassian Association to act positively in the issue of falsification of the Circassian families’ names carried out by the Abkhaz authorities, in exchange for granting Abkhaz citizenship to some individuals, as if the matter does not concern them.

— In the midst of the meetings of the International Circassian Association in Nalchik these days, the gathered should remember that the Circassian nation needs unity, not division. The situation requires that everyone concerned with the Circassian nation should seek following the best way to claim the legitimate Circassian rights by peaceful means.

The Jordan Association of Caucasus Circassian Friends declares its condemnation of this deliberate self-paralysis, and urges all those concerned with Circassian affairs to participate in addressing this institutional disorder.
