Significant Loss Incurred by the Circassian Movement

Suddenly, on February 20, one of the leaders of the Circassian Diaspora in Jordan has passed away, who is a special friend of the Georgian people and and activist in the development of Circassian-Georgian relations, a Jordanian Royal Medical Services Major General Dr. Rouhi Shahaltough (Retired).

 The sudden death of Dr. Rouhi Shahaltough has been reflected not only in the Circassian community, but also in many sectors of the Jordanian society as well as the Jordanian Parliament. On February 21, the whole Circassian Diaspora of Jordan bid farewell to him. Thousands of people, including military, government officials, as well as members of the Circassian Tribal Council and leaders of the Circassian Diaspora, took part in a popular and State funeral.

During the three days condolences, thousands of Jordanians of all walks of life visited his home to express their respect and appreciation for his accomplishments, including officials, members of the upper and lower houses of Parliament, representatives of Jordanian political parties and various popular bodies. The mourners remembered and praised his sincerity, loyalty and devotion.

The funeral prayer in congregation took place after the Friday prayer in the Great Circassians’ Mosque of Wadi Al Seer, to honor his soul. His coffin was covered with the Jordanian flag and was given a special military funeral. He was buried with military farewell with guards of honor, drumming, a military band played the tune of the last farewell, and a salute of firing volley shots was performed.

The solemn farewell was not limited to that. Thus, on February 23, Members of the Jordanian Parliament paid tribute to Dr. Rouhi Shahaltough at the beginning of its official morning meeting. In his speech, Speaker of Jordan’s Parliament Atif Al Tarawneh said: “We lost a colleague who simultaneously possessed exceptional morale, high consciousness and faithful service.” On the other hand, as a Circassian, he was vitally interested in dealing with any Circassian matter, particularly, in the Circassian Question. He did everything possible to take the issues to the international arena. At the same time, Dr. Rouhi Shahaltough was an outstanding intellectual and a great politician.

Dr. Shahaltough categorically refused in June 2009, a project that was called Circasssiad, proposed to be held for Circassians in the North Caucasus in 2012, in attempt to have a Circassian bridge for the Sochi Winter Olympic Games (held in 2014). In January 2010, in the presence of the envoys who traveled to Amman to promote for what was called Circassiad, he referred to Sochi Olympiad and said that it lacks legitimacy because the games are to be held on Circassian land under Russian occupation. As a result of his rejection and his call for Circassians everywhere to reject this project, it was canceled.

Like any normal-thinking Circassian, he condemned the Winter Olympic Games in Sochi in 2014, because he considered Sochi is a place where the destruction of the Circassian people has occurred, i.e. genocide has been actively committed. He even participated in a protest against the games in front of the Russian Embassy in Amman in February 2014. He was always at the forefront of the Circassian movement, and was one of the Circassian leaders who signed a letter to the European Parliament in 2006 requesting to recognize the genocide of the Circassians.

Dr. Rouhi Shahaltough was born to a Circassian family in 1943 in Wadi Al Seer, Jordan. Early in his career, he joined the ranks of the Jordanian Royal Medical Services of the Jordanian Armed Forces as a Dentist. He served in different medical and administrative positions and ranks until retirement, where he reached the rank of Major General. During his service, he held the position of Director of Queen Alia Hospital beside other positions. After retirement he became a member of the Jordanian Parliament for one term. He served as a member of the Circassian Tribal Council. He also led a significant organization — Jordan Association of Caucasus Circassian Friends.

Professor Merab Chukhua, Head of the Circassian Cultural Center:

“I was lucky to be among his partners and had the opportunity to personally meet with Dr. Rouhi Shahaltough in October 2019 in Amman, when I was a head of the Georgian delegation during the Seminar on Circassian-Georgian Heritage. We discussed all possible issues within the framework of the Circassian-Georgian relations and, in the person of Dr. Rouhi Shahaltough, the Circassian Cultural Center had a reliable partner in Jordan, because he headed a very prominent organization — Jordan Association of Caucasus Circassian Friends. In the midst of that, on his initiative, I was awarded a special order “For Merits and High Achievements in Circassiology.” This order takes honored place in CCC.

Unfortunately, we were not able to carry out very essential projects with his participation.  I want to express my deep condolences to Dr. Rouhi Shahaltough’s family, relatives and friends. Also I regret that in these difficult days for them I could not be beside them. All the staff members of the CCC will always remember the name of Dr. Rouhi Shahaltough and will take part in all activities henceforth to perpetuate his name.

Extraordinary and Plenipotentiary Ambassador of Georgia to the Hashemite Kingdom of Jordan, Zaza Kandelaki:

“General Rouhi Shahaltough was an eminent leader of the Circassian movement. His wise and far-sighted leadership which covered all Circassians around the world determined the correct understanding of the Circassian people’s past, present, and future. Mr. Shahaltough was a special friend of our country. He was one of the main inspirers, supporters and proponents of the first joint Georgian-Circassian cultural event organized by the Embassy and the Jordanian Circassian Charity Association in Amman,  in October 2019.

Rouhi Shahaltough was well aware of the importance of the mutual support of the Georgian and Circassian peoples. In cooperation with the Embassy of Georgia he has worked on many noteworthy initiatives that would contribute to further close links between the Georgian and Circassian peoples.

The Embassy of Georgia expresses its deep sorrow for his loss, and offers condolences to his family, siblings and friends, and the entire Circassian community. Likewise, the Embassy declares that Rouhi Shahaltough is a great loss for both the Jordanian and Georgian peoples, and to the Circassian community in particular.

We hope that the legacy he has left will greatly contribute to further close links between the Georgian and Circassian peoples.”


خسارة فادحة تكبدتها الحركة الشركسية 

انتقل الى رحمة الله تعالى ممثل بارز آخر للشعب الشركسي. بشكل مفاجئ، وفي 20 فبراير/شباط، 2020، توفي أحد قادة الشتات الشركسي في الأردن ، وهو صديق مميز للشعب الجورجي وناشط في تطوير العلاقات الشركسية-الجورجية، وهو اللواء المتقاعد الدكتور روحي شحالتوغ الذي خدم في الخدمات الطبية الملكية الأردنية.لم ينعكس الموت المفاجئ للدكتور روحي شحالتوغ على المجتمع الشركسي فقط، بل على العديد من قطاعات المجتمع الأردني وكذلك على البرلمان الأردني. في 21 فبراير/شباط، ودّعه الشتات الشركسي الأردني بأكمله. شارك آلاف الأشخاص في تشييعه إلى مثواه الأخير في جنازة شعبية ورسمية، بما في ذلك مسؤولين في الجيش والدولة، وكذلك أعضاء المجلس العشائري الشركسي الأردني وقادة الشتات الشركسي.

خلال فترة العزاء، زار منزله آلاف الأردنيين من جميع أطياف الشعب للتعبير عن احترامهم وتقديرهم لإنجازاته، منهم مسؤولون وأعضاء في مجلسي الأعيان والنواب وممثلين عن الأحزاب الأردنية ومختلف الهيئات الشعبية. وأشاد المُعزّون بإخلاصه ووفائه وتفانيه.

أقيمت صلاة الجنازة بشكل جماعي بعد صلاة الجمعة في جامع الشركس الكبير بوادي السير تكريما لروح الفقيد. غطّي نعشه بالعلم الأردني ضمن ترتيبات جنازة عسكرية خاصة، وفق مراسم وداع عسكري شارك فيه حرس الشرف مع الطبول، وعزف الصداحون لحن الرجوع الأخير ،  وأطلقت ثلة من الجنود النار في الهواء تحية للفقيد، حيث تمت مواراته التراب.

لم يقتصر الوداع الرسمي للواء الطبيب على ذلك. بل أشاد أعضاء البرلمان الأردني في 23 فبراير/شباط، بالدكتور روحي شحالتوغ في بداية جلستهم الصباحية الرسمية. وقال السيد عاطف الطراونة، رئيس مجلس النواب الأردني، في خطابه: ”لقد فقدنا زميلاً امتلك معنويات استثنائية ووعيًا عاليًا وإخلاصاً في العمل“. ومن ناحية أخرى، بصفته شركسيًا، كان مهتمًا اهتماماً بالغاً بالتعامل مع أي مسألة شركسية، خاصة فيما يتعلق بالقضية الشركسية. لقد فعل كل ما هو ممكن للمضي قدماً لعرض هذه المسائل في الساحة الدولية. وفي الوقت نفسه، كان الدكتور روحي شحالتوغ مثقفًا وسياسيًا عظيماً.

رفض الدكتور شحالتوغ رفضًا قاطعًا في يونيو/حزيران 2009 مشروعاً أُطلق عليه اسم شركسياد، حيث كان من المقترح إقامته للشركس في شمال القفقاس في عام 2012، في محاولة لإنشاء جسر شركسي للعبور لدورة الألعاب الأولمبية الشتوية في سوتشي (التي عقدت في 2014). في يناير/كانون الثاني 2010، وبحضور المبعوثين الذين سافروا إلى عمان للترويج لما كان يسمى بشركسياد، أشار إلى أولمبياد سوتشي وقال إنها تفتقر إلى الشرعية لأن الألعاب ستقام على أرض شركسية تقع  تحت الاحتلال الروسي. ونتيجة لرفضه ودعوته للشركس في كل مكان لرفض هذا المشروع، تم إلغاء المشروع.

وكأي شركسي يفكر بشكل سليم، أدان ما يسمى بالألعاب الأولمبية الشتوية في سوتشي في عام 2014، لأنه اعتبر سوتشي مكانًا شهد تدمير الشعب الشركسي، وانه تم ارتكاب الإبادة الجماعية بشكلٍ فعَّال. حتى أنه شارك في احتجاج ضد الألعاب الأولمبية الشتوية أمام السفارة الروسية بعمان. كان دائما في طليعة الحركة الشركسية، وكان أحد القادة الشركس الذين وقّعوا رسالة إلى البرلمان الأوروبي في عام 2006 بقصد طلب الإعتراف بالإبادة الجماعية للشركس.

ولد الدكتور روحي شحالتوغ لعائلة شركسية في عام 1943 في وادي السير، في الأردن. وفي وقت مبكر من حياته المهنية، انضم إلى صفوف الخدمات الطبية الملكية الأردنية التابعة للقوات المسلحة الأردنية كطبيب أسنان. خدم في مناصب ورتب طبية وإدارية مختلفة حتى التقاعد، حيث نال رتبة لواء. وخلال خدمته، شغل منصب مدير مستشفى الملكة علياء إلى جانب مناصب أخرى. وبعد التقاعد أصبح عضوا في مجلس النواب الأردني لفترة برلمانية واحدة. خدم كعضو في المجلس العشائري الشركسي الأردني. كما ترأَّس منظمة مهمة هي — جمعية أصدقاء شراكسة القفقاس الأردنية.

لقد كنت محظوظًا لكوني من بين رفاقه وأتيحت لي الفرصة للقاء شخصيًا بالدكتور روحي شحالتوغ في أكتوبر/تشرين الأول 2019 في عمان، عندما كنت رئيسًا للوفد الجورجي خلال ندوة حول التراث الشركسي-الجورجي. وقد ناقشنا جميع القضايا الممكنة في إطار العلاقات الشركسية-الجورجية، وفي شخص الدكتور روحي شحالتوغ، كان للمركز الثقافي الشركسي شريك موثوق به في الأردن، لأنه ترأس منظمة هامّة للغاية هي — جمعية أصدقاء شراكسة القفقاس الأردنية. وفي خضم ذلك، وبمبادرة منه، حصلت على تكريم خاص ”للتَّميُّز والإنجازات الكبيرة في الأمور الشركسيّة“. ويحظى هذا التكريم بمكانة مشرِّفة في المركز الثقافي الشركسي.

ولسوء الحظ، لم نتمكن من تنفيذ مشاريع جوهرية للغاية بمشاركته. لكن أريد أن أعرب عن تعازيّ الحارة لعائلة الدكتور روحي شحالتوغ وأقربائه وأصدقائه. كما يؤسفني أنه في هذه الأيام الصعبة بالنسبة لهم لم أستطع أن أكون إلى جانبهم. سيتذكر جميع أعضاء المركز الثقافي الشركسي دائمًا اسم الدكتور روحي شحالتوغ وسيشاركون في جميع الأنشطة من الآن فصاعدًا لتخليد اسمه.

كان اللواء المتقاعد الدكتور روحي شحالتوغ قائدًا بارزًا في الحركة الشركسية. لقد حددت قيادته الحكيمة والبعيدة النظر التي غطت جميع الشركس في جميع أنحاء العالم الفهم السّليم لماضي الشعب الشركسي وحاضره ومستقبله. كان السيد شحالتوغ صديقا خاصا لبلدنا. فقد كان أحد الملهمين الرئيسيين والداعمين ومؤيدي أول حدث ثقافي جورجي-شركسي مشترك نظّمته السفارة الجورجية والجمعية الخيرية الشركسية الأردنية في عمان، في أكتوبر/تشرين الأوّل 2019.

كان روحي شحالتوغ يدرك تماماً أهمية الدعم المتبادل بين الشعبين الجورجي والشركسي. وقد عمل بالتعاون مع سفارة جورجيا في العديد من المبادرات الجديرة بالملاحظة التي من شأنها أن تساهم في تعزيز الروابط الوثيقة بين الشعبين الجورجي والشركسي.

وتعرب سفارة جورجيا عن حزنها العميق لوفاته، وتقدم التعازي لأسرته وأقاربه وأصدقائه والمجتمع الشركسي بأكمله. وكذلك، تعلن السفارة أن روحي شحالتوغ هو خسارة كبيرة لكل من الشعبين الأردني والجورجي، وإلى المجتمع الشركسي بشكل خاص.

ونأمل أن يساهم الإرث الذي تركه بشكل كبير في توثيق الروابط الوثيقة بين الشعبين الجورجي والشركسي.
