Prisoners in Kabardino-Balkaria complain about pension deductions

Convicts from a colony in the Chegem district complained to the prosecutor’s office that significant amounts of money were being withheld from their pensions for utilities, and asked that the validity of the deductions be verified.

Prisoners of the strict regime colony No. 3, located in the village of Kamenka, Chegem district, appealed to the prosecutor for supervision of places of imprisonment with a complaint that the administration withheld too large amounts from disability pensions for utilities. The convicts asked the prosecutor to look into the validity of such withholdings.

Thus, convicted Eduard Kulbaev said that his disability pension is 17 thousand rubles. After deducting alimony, 13,136 rubles remain, from this amount the colony administration deducts the amount for the convicted person’s food and another 3,194.89 rubles for utilities. He is left with 6,470 rubles.

“The utilities for a separate one-room apartment in Nalchik cost as much as each of us pays for a cell with bars, in which we sit in groups,” the prisoners complained in their appeal sent to a “Caucasian Knot” correspondent. They noted that the prosecutor for supervision of places of imprisonment of the prosecutor’s office of Kabardino-Balkaria promised to look into the matter and take measures.

In accordance with the Criminal Executive Code, convicts receiving a salary or pension reimburse the cost of food, clothing, and utilities within the limits of expenses incurred each month, lawyer Oleg Sergeev explained to a “Caucasian Knot” correspondent.

“Convicts, with the exception of disabled persons of the first and second groups, must reimburse the cost of food, clothing, utilities and personal hygiene products. At the same time, the guaranteed minimum that must remain at the disposal of the convicted person must be no less than 25% of the accrued salary, pension or other income,” he said.

According to him, for convicts who are called to work only at their own request, as well as for the “least socially protected categories” of convicts, a preferential minimum has been established, credited to the personal account regardless of all deductions.

“Thus, for men over 60 years old, women over 55 years old who are disabled of the first or second group, minors, pregnant women, women with children in children’s homes of a correctional institution, at least 50% of their accrued wages, pensions or other income is credited to their personal account,” the lawyer said.
