Resolution of the Participants of the “End of an Empire” Conference

We, the participants of the international conference “The End of Empire”, namely: citizens of the United States, representatives of warring Ukraine, colonized and enslaved peoples of the Russian Federation, having listened to the main speakers and discussed the current situation related to Russian aggression in Ukraine and the situation of indigenous peoples in the territory occupied by the state called the Russian Federation, state the following situation: the modern Russian state with its center in Moscow is a global danger to the existence of world democratic civilization.
This threat is being implemented by Russia through open and hybrid warfare, destructive informational influences, political provocations, and incitement of social, economic, religious, and national hatred in democratic societies.
Russia seeks to establish world domination of autocracies, imperialism, and totalitarianism. Attempts to change the political system in Russia to a democratic one through external influence are doomed to failure as long as the dominant ideology in the Russian state remains in the mass consciousness of the population – Russian great-power Nazism-imperialism (racism).
Ukraine’s resistance is key in deterring Russia from further destabilizing the civilized world. There is a misconception among American and European politicians about the Russian reality and how to deal with the Russian threat. Russia’s ability to pursue an aggressive policy toward the democratic world is largely based on the exploitation of the human, economic, and natural resources of the peoples it has conquered and colonized.
Russia pursues a policy of ethnic and religious assimilation of enslaved peoples, persecution and imprisonment of national activists, and disproportionate mobilization for war, which leads to the physical reduction of the number of indigenous peoples.
We affirm that all peoples under the rule of the Russian Federation, as well as individual territories, have the full and inalienable right to self-determination, including the right to political independence and the creation of their own states.
Attempts to recognize Russia’s occupied territories are deadly for global democracy. They set a precedent where the stronger will be encouraged to attack the weaker.
To overcome all of the above-mentioned threats posed by Russia and its allies to global security, we believe that the US authorities and the governing bodies of the European Union, as the bulwark of world order, international law, and democracy, must adhere to the following steps:
- Provide military and economic support to warring Ukraine;
- Continue economic and military pressure on Russia, block important transport corridors for Russian goods, and impose secondary sanctions on countries trading with Russia;
- Refuse any forms of economic cooperation with Russia;
- Choose a course in support of the national liberation struggle of the enslaved peoples of Russia for their state independence, to support the aspirations of the enslaved peoples and individual regions of Russia to gain independence;
- Promote the release of political prisoners from Russian prisons, especially from among the indigenous and enslaved peoples, as well as participants in the national liberation movements of the peoples of Russia;
- Prevent the deportation to Russia of representatives of enslaved peoples who request political asylum in their host countries.
We call on the US government and the European Union countries to apply the UN resolution on global decolonization – the Declaration on the Granting of Independence to Colonial Countries and Peoples of December 14, 1960 to the Russian Federation – the last existing empire, which must be dismembered into independent, national, democratic states of the currently enslaved peoples.
Equally, we call on them to initiate an appropriate policy in the UN that would lead to granting permanent observer status to national liberation organizations of peoples enslaved by Russia.
We call for increased comprehensive assistance to the liberation movements of enslaved peoples, including financial, material, and informational support for the struggle to restore their freedom.
We call on the democratic states of the world to openly recognize the right of the enslaved peoples of the Russian Federation to create independent national states and to promote the implementation of this right.
To defeat the Russian Federation, we need the unity and cooperation of the national liberation movements of the enslaved peoples with the warring Ukraine.
All peoples enslaved by Russia, as well as those with territories occupied by it, and those facing encroachment on their territorial integrity, have a common enemy–Russian great-power imperialism, the expression of which is the Russian Federation.
Therefore, we call for support for the comprehensive unification of the liberation movements of enslaved peoples in a common anti-imperial front in the struggle against Russian imperialism.
It is necessary to ensure close cooperation between the liberation organizations of all nations under Russian colonial rule to:
- Create and develop a network of joint committees, coordination centers, and information interaction bodies that should exchange data on the political situation, repression, the activities of underground groups, and international reaction.
- Develop mutual support between liberation movements, including political, moral, informational, organizational, and, where possible, material assistance.
We support the Defense Forces of Ukraine and call on activists of national liberation movements to join the armed struggle against Russian imperialism.
