Aid Bestowal in the Absence of Obligations Towards Citizens

Chatting took place with a friend about the impact of Corona virus pandemic COVID-19 in remote areas of the Russian Federation such as the North Caucasus, and whether the official arrangements and preparations for health protection are available, and whether the branches of government and local medical authorities have provided the capabilities to provide tests for the virus, which needs to be conducted only in specialized labs that are certified to do so. Also the possibility to provide effective treatment for citizens, and at the same time protect the medical staff who deal with those cases.
This took place in light of the PR campaigns on the international scene (stage), which shows sending aircraft loads of medical staff and medical equipment including detection and treatment devices and appropriate medication for the Corona virus. This is reflected by the bestowal of the Russian gifts transported by airplanes, aimed at obtaining political gains to serve the strategic interests in the near as well as the medium term, has shown full substance and effects.
One of the prompt results and consequences appeared instantaneously. Some European countries’ citizens, who received the news of the aids have shown appreciation to Russian. Subsequently, they criticized the cold reaction of the European Union in regard to providing similar assistance, which reached an orchestrated show-off kind of propaganda against those members of the European Union who received the dispatched shipments.
Unsurprising Contradiction
Not only did the assistance end by delivery, but abusive scenes have occurred to show this aid with a template fundamentally different from the supposed human element, to satisfy the desire for intentional abuse knowing the primary factor should be to provide assistance to those who are in distress. This phenomenon occupied many parties that published it and commented on it in order to put the world public opinion in the picture. “One of the reports investigated by the BBC is about the European flag being replaced by the Russian flag in Italy. Such a story with an accompanying video appeared in a number of Russian media outlets – including the official government newspaper (Rossiyskaya Gazeta) and the online news portal Life under the headline, (A friend in need is a friend indeed. Italians replace EU flags with the Russian tricolore).”
The relief efforts are being carried out by various governments and agencies, including NGOs, do not have any special agendas in what they offer in these abnormal conditions. They do not intend to play acquisition games. “In a comment to the BBC, Shepelin said: {Strictly speaking, this is not a case of pure invention. Indeed, existing Italian residents are excited about the actions of Russia and they are replacing the EU flag with the Russian tricolor with their own hands. However, these fans of Russia are not ordinary Italians; they have close business and financial ties with Moscow. Therefore, we are not dealing with a pure fake, but with manipulation. A hybrid lie. Or a hybrid truth}.” [2]
Charity Begins at Home
According to Kaliningrad journalist Mikhail Feldman, “All methods of combatting the coronavirus in the Russian Federation are pursuing a single goal – saving the image of the state at any price.” A light is shed on the health situation in the Russian regions. “The first line in the Kremlin’s defense is simply lying, he says. Many domestic experts say that the number of cases in the Russian Federation is vastly higher than Moscow admits. The second is not testing. Without tests, it is possible to ascribe to the flu or pneumonia what is in fact the spread of the pandemic (region.expert/covid-kenig/).” [3]
Eventually, as mentioned above, Russia is conducting a public relations campaign to promote its leadership and to repair and restore its clumsy policies in the international arena, by sending medical and Test Equipment to USA, the European Union and other countries [4]; but at the same time preventing this equipment from being dispatched to remote areas and regions of the Russian Federation. Although good will is welcomed when cooperation and coordination is the main intention, but, in all cases, the aggressive policies of occupying the Crimean Peninsula and other hostile relations with many neighbouring countries should cease. [4]
Due to the lack of proper medical awareness, support and service, especially, in the absence of the proper medical exams, without being sent to Moscow in certain circumstances, and waiting for the results to return, should be the duty of civil bodies and the citizens themselves, who are obliged to take the necessary precautions and follow COVID-19 avoidance plan and put it to work in order to be implemented by local medical staff. People should establish for the time being social distancing, in order to avoid getting sick or infected, because medical treatment is inadequate in case a widespread is witnessed, which will eventually “God Forbid” impose life losses, where consequences will be disastrous for the population.
The tangible disparity in access to care and services between groups of society and the ability of the privileged to enjoy all available services makes it seem and there were priority levels in receiving all of that, not to mention forgetting the rights of all who work in the private sector and NGOs.
A circassian says: “here in our homeland medicine is not the best, the Russian Federation recently sent protective equipment and help to the United States and Europe. In our homeland there is a shortage of antiseptic masks. People make masks themselves, antiseptics from vodka.” He continued that “those who work as robots receive a salary guarantee from the state, but those who work for private commercial businesses, their rights are questionable. Support is not for everyone. In general, I can not imagine what will happen in 2 weeks.”
A Tweet on Twitter indicated, as an advice to Europe: “This is what happens when the Russian Government helps your hospitals for an extended period. As in Russia. Italy, beware,” referring to a link showing the status of one of the Russian hospitals.[5]
My friend continues, that no doubt, Circassians around the world wish that the Circassian people, and other peoples and nations of the North Caucasus and beyond, living in the present Russian Federation should stay safe and sound. In light of the conditions and circumstances related to the spread of the Corona Virus disease COVID-19, definitely, Circassians in the North Caucasus must be very careful.
Conclusion
Unfortunately, Russia runs a malicious game that is not new. Its forces, which have been known throughout history, still practice crimes, killings and destruction in everything that falls on its list of targets and aspirations. Rather, it seeks to exert control and influence and obtain what can be attained, according to the Machiavellian theory, the end justifies the means.
