«У черкесов должно быть свое самоуправление – Хаса»

«Люди, общество, Хаса, должны решать все основные местные вопросы»… Круглый стол, посвященный проблемам федерализма в России, прошел 17 мая в офисе общественной организации «Хабзэ». В дискуссии участвовали ученые Института гуманитарных исследований КБНЦ РАН и активисты черкесского национального движения.             ستاونتون، 15 مايو/أيار — وقع فلاديمير بوتين قبل أسبوعين مرسومًا يسهل علىالمواطنين الروس دخول روسيا وأن يصبحوا مواطنين؛ لكن ذلك المرسوم، مثله مثل جميعالتصرفات السابقة لزعيم الكرملين، لا ينطبق على الشراكسة من سوريا التي مزقتها الحربلأنهم لم يكونوا مواطنين سوفيات أو روس.

            إن فشل زعيم الكرملين في تعديل القوانين بحيث يمكن قبول الشراكسة من سوريابطريقة سريعة يأتي على الرغم من النداءات العديدة من الشراكسة في كل من سوريا وفيالوطن في شمال القوقاز. لكن الأمر المقلق بشكل خاص هو أن السلطات في روسيا تجعلمن الصعب على الشركس من سوريا الدخول والعيش في روسيا.

            وتقول أولغا أفندييفا–بيغريتوفا (Olga Efendiyeva-Begretova)، رئيسةمنظمة جيجو (الموقد) التي تقدم المساعدة للشركس في جمهورية قباردينو–بلكاريا(Kabardino-Balkaria)، إنه ليس فقط السلطات الموجودة في الفيدرالية الروسية غيرمستعدة لتعديل القوانين لمساعدة الشراكسة، لكن جعلت الوضع في الحقيقة أسوأ فيالسنوات الأخيرة (habze.org/россии-не-нужны-черкесы-зарубежья/). Moscow, North Caucasus Republics Making It Even Harder for Circassians from Syria to Immigrate

Staunton, May 15 – Two weeks ago, Vladimir Putin signed a decree making it easier for Russian compatriots to enter Russia and become citizens; but that decree, like all earlier actions of the Kremlin leader, does not apply to Circassians in war-torn Syria because they were never Soviet or Russian citizens.

The Kremlin leader’s failure to modify the rules so that Circassians from Syria could be admitted in an expedited way comes despite numerous appeals from Circassians both in Syria and in the North Caucasus homeland.  But what is especially distressing is that the authorities in Russia are in fact making it more difficult for Circassians from Syria to enter and live in Russia. «России не нужны черкесы зарубежья»

Москва игнорирует обращения черкесских общественников, призывающих государство предоставить в упрощенном порядке гражданство России соотечественникам из Сирии, где с 2011 года ведутся военные действия. Республиканские власти пытаются помочь черкесам зарубежья освоить русский язык, чтобы они могли получить разрешение на временное пребывание, но системной и методической работы по обучению соотечественников из Сирии в республике до сих пор нет. В интервью нашему сайту представитель Кабардино-Балкарской общественной организации по оказанию поддержки соотечественникам «Жьэгу» («Очаг») Ольга Эфендиева-Бегретова рассказала об основных проблемах, с которыми приходится сталкиваться в КБР черкесам, не имеющим гражданства. И поделилась планами о создании центра по адаптации репатриантов.

Circassians – History and Cultural Relations

At a remote period (3000B.C.) the Circassian homeland was the site of the Bronze Age Kurgan culture, now identified with the Proto-Indo-Europeans. It is possible that the ancestors of the Circassians may themselves have taken part in this Kurgan culture, for very remote linguistic links between the Proto-Indo-European and Northwest Caucasian languagescan be posited. In any event, the Circassians have been in or near their homeland for millennia and have had contacts with the myriad peoples who have passed across the steppes to their north: the Proto-Indo-Europeans; theKimmerians(from whom the Circassian tribe of the Chemgwi, earlier Kemirgoy,) are descended; the Scythians, Sarmatians, and Alans; the Goths; the Huns; the Khazars; the Turkic peoples; the Mongols; and lastly the Cossacks, Ukrainians, and Russians. During these millennia the Circassians knew almost constant warfare with these steppe neighbors. More peaceful contacts prevailed between the Circassians and the ancient Greeks in the trading cities along the Black Sea coast, later between them and the Genoese, and then with Venetian traders.
