“ÖZGÜR KARELYA”HAREKETİ MANİFESTOSU
Hareket, Karelya Cumhuriyeti’nin kendi kaderini tayin hakkına inananları bir araya getirir.
Amacımız Rusya Federasyonu yasalarıyla ters düşmek değil. Bu ülkenin anayasal düzenini değiştirmeyi de hedeflemiyoruz. Parti değiliz. Kamusal tartışma kulübüyüz. “Duyarlı” yurttaşlarımız Rusya Federasyonu yasalarının özgür tartışmayı yasaklamadığını hatırlamalıdır.
Karelya gelecekte :
1. Emperyal merkezlerin dayatmalarından bağımsız egemen ve kendini yöneten bir devlet olacaktır. (Rusya veya Avrupa ile) birliğe katılma konusunda halkoylaması yapılacaktır.
2. Parlamenter cumhuriyet olacak.
3. Her kademede yöneticiler demokratik seçimle belirlenecek.
4. Tüm milliyetler eşit haklardan yararlanacak. Devletin resmi dilleri Rusça, Karelce, Fince (Veps ulusal ilçesinde Vepsçe) olacak.
5. Sanayi ve turizm yatırımları için cumhuriyete özgü markalar yaratılacak.
6. Ucuz ham madde kaynaklarının yerini yenileşmeci ekonomi alacak.
7. Birleşik Rusya Partisi ve destekçileri tarafından kontrol edilen oligarşik sistem tasfiye edilecek.
8. Komşu bölgeler ve ülkelerle azami işbirliği yapılacak.
9. “Avro Bölgesi Karelya” projesi canlandırılacak.
10. Teknoloji modernleşecek, ekolojik çevre güvenliği sağlanacak.
Şiddet, hakaret ve taciz dışında grup düşünce ve ifade özgürlüğüne inanır. Yurttaşlık bilincini ve öz yönetimi destekleyen yaratıcı projeler özellikle teşvik edilir.

Bölgeselci“Özgür Karelya” hareketinin kapısıköken farkı gözetilmeden tüm Karelya yurttaşlarına açıktır.
Karelya’da yaşayan, anayurdu kabul eden, Karelya’nın sürekli ve bağımsız gelişimini savunan herkes Karelya yurttaşıdır.
Modern bölgecilik öz-yönetim biçimlerinin kurulmasını ve her bölgenin kültürel kimliğinin korunmasını öngörür.
Modern bölgecilik sıkça ayrılıkçılıkla karıştırılıyor. Oysa Avrupa Birliği örneği farklı hareketlerin bütünleşme sürecini güçlendirdiğini gösteriyor. Karelyalıbölgeselciler de karşılıklı yarar temelinde Rusya’nın diğer bölgeleri, Avrupa ve dünyadaki diğer bölgeselci hareketlerle ilişki kurmak isterler.
“Özgür Karelya” hareketinin politikası barışçıldır ; Karelya ve Rusya Federasyonu anayasaları ve uluslararası hukukla çelişmez.
Bununla birlikte Rusya’da uygulanan merkeziyetçi sistem çağdışıdır ve Karelya’nın gelişmesine izin vermemektedir. Moskova ve federal organların Karelya’nın kaynaklarına el koyduğu, Karelya yöneticilerinin seçilmeyip atandığı bir sisteme adil diyemeyiz.Bu Sovyet totaliterliğinin hayata geri dönmesi anlamına geliyor. Bu sistemi savunanlara çökmüş bir model olduğunu hatırlatmak isteriz …
Karelya Cumhuriyeti ancak uluslararası hukukun öngördüğü federalizm ve demokrasi ilkeleri uygulandığı takdirde Rusya Federasyonu içinde kalabilir. Merkezi hükümet Rusya Federasyonu’na bağlı bölgeleri sömürgelere dönüştürmeye devam ederse “Özgür Karelya” hareketi egemenlik ve bağımsızlık için referandum düzenleyecek meşruiyeti haizdir.

MANIFESTO of “FREE KARELIA” MOVEMENT
This group unites patriots and peope standing on the position of regional self-determination of Republic Karelia.
We have no goals to violate the laws of Russian Federation and we don’t propose to make some actions to change the contitutional order of this country. We are not the party but the public discussion club. We remind for those citizens who are “caring so much about everything” that free discussions are not forbidden yet by the laws of Russian Federation.
Future Karelia for us is:
1. Sovereign and self-administrated state, independent from dictate of exterior imperial centers. The question of joining any union (Russian or European) will be decided on a republican referendum.
2. Parliamentary republic.
3. Democratic elections of authorities on all levels.
4. Absolutely equal rights for all nationalities – official state languages are Russian, Karelian and Finnish (as well as Vepsian in Vepsian national district).
5. Availability of unique republican brands attractive for investments and tourism, the main state goal is creative development of the Republic.
6. Innovative economy instead nowaday status of Karelia as source of inexpensive raw materials.
7. Lustration – elimination of oligarchic system controlled by the party “United Russia” and the power structures supporting it.
8. Maximal cooperation with neighbouring regions and countries.
9. Revival of the project “Euroregion Karelia”.
10. Ecological security and technological modernization of the country.
Appeals to violence, swearwords, abuse (by the personal or national causes) are forbidden in this group. Except that, we have full freedom of words and thoughts. Creative projects on development of republican consciousness and civil self government are welcomed especially.

PROGRAM OF“FREE KARELIA” MOVEMENT
“Free Karelia” is a regionalist movement, which is happy to welcome all the citizens of Karelia regardless of their nationality.
A citizen of Karelia for us is any person, who lives in Karelia and considers it as his/her motherland, who is interested in a steady and independent development of Karelia.
Modern regionalism promotes the idea of creating various forms of civil self-government within the confines of a region and preserving the cultural identity of every region.
The concept of modern regionalism is very often confused with separatism. However, regarding European Union as an example, we can see that different movements within it can’t but deepen the European integration process by establishing and developing ties between each other. Karelian regionalists are also interested in establishing relations based on mutual interest with other regions of Russia and Europe and other regionalist movements all over the world.
The “Free Karelia” movement pursues a social policy which is highly peaceful and contains no violations of the law which is provided by the constitution of Karelia, the constitution of Russian Federation and international law.
Nevertheless, we strongly believe that the centralized Russian system of managing regions in Russia runs around obsolete and inhibits the full development of Karelia. The system according to which all the resources of Karelia are accumulated by Moscow and federal bodies of Russian government, while the government of Karelia is appointed and not elected, can not be considered as a fair system by us. This kind of system presents the resurrection of Soviet totalitarian system. However, we should remind those who promote this system that it has already once collapsed…
We believe that the Republic of Karelia should remain a part of Russian Federation only if some truly federalist and democratic principles provided by international law are applied here. In case Russian government continues to conduct the policy of turning the regions of Russian Federation into colonies without any rights, the “Free Karelia” movement considers itself legitimate enough to initiate a referendum in Karelia to make our republic a truly sovereign and independent state.
