Call To Stop Azerbaijan’s Acts Of Terrorism And Ethnic Cleansing Against Armenians In Artsakh

These days, when the attention of the whole world is focused on the ongoing war in Ukraine due to initiated by Russian aggression, Russia’s strategic partner – Azerbaijan(being the partner of Russia according to the Treaty between Russia and Azerbaijan of February 24, 2022), violating the agreed upon points of the ceasefire agreement, established on November 9, 2020, the guarantor of which, separate from the Minsk Group, proclaimed to be Russia, at the presence and the silent agreement of the so-called Russian peacekeepers located in Nagorno Karabakh (Armenian Artsakh), invaded the Parukhvillage and its surrounding territories in Askeran region of Nagorno Karabakh inhabited by Armenians. The Armed Forces of Azerbaijan Republic bombed the only gas pipe running from Armenia to Nagorno Karabakh; thus, blocking the gas pipe and depriving the Armenian population of the flow of gas utility service from Armenia to Nagorno Karabakh and causing a new humanitarian disaster and terror among the population. As a result of the negligence of the Russian peacekeeping armies, Armenian civilians are being killed. The surviving Armenian population of Parukh was forced to abandon their places of residence due to the terrorist acts. We state that the following wave of ethnic cleansing and genocide is taking place in Nagorno Karabakh which will result in the destruction of Armenian cultural heritage along with killings and forceful evictions of the Armenian population.

Being the co-chair of the OSCE Minsk Group which was created to regulate the conflict in Nagorno Karabakh, Russia, since 2010, has been constantly supporting the Baku regime’s policy of forcefully resolving the problem of Nagorno Karabakh by supplying Azerbaijan with enormous amounts of heavy assault weapons, as a result of which, Azerbaijan along with the Turkey’s Armed Forces and Jihadist mercenaries launched a war against the people of Nagorno Karabakh on September 27, 2020, by taking the advantage that the world’s attention was focused on pandemic, occupied 40 percent of the territory of Nagorno Karabakh, and killed nearly 4,000 Armenians. There are facts regarding the use of cluster bombs and chemical white phosphorus bombs by the Armed Forces of Azerbaijan Republic against the Armenian population of Nagorno Karabakh, during the period of September 27 through November 9, 2020, which are also being used by Russia in Ukraine.

Bypassing the co-chairmanship of the United States of America (U.S.A.) and France as part of the OSCE Minsk Group,Moscow imposed Declaration About Ceasefire on November 9, 2020, as a result of which Russia, without a United Nations’Mandate, under the name of peacekeeping mission, installed a Russian military base in Nagorno Karabakh, and additionally, with Turkey also established a joint military monitoring center under the name of preventable measures against further military clashes. However, Azerbaijan’s military assaults on Nagorno Karabakh and Armenia continue periodically, causing human losses, because of which the local population is forced to abandon their settlements.

It is obvious that the presence of Russian troops stationed in the region does not ensure the physical safety of the local Armenian population.

Therefore, we ask you to immediately deploy international peacekeeping forces and/or OSCE Minsk group peacekeeping forces to ensure the physical safety of the local Armenian population.
