WikiLeaks-leaked cables of the US Department of State relating to the beginning of 2007, describe talks of Estonian President Toomas Hendrik Ilves and Prime Minister Andrus Ansip at the US Embassy in Tallinn.

Ilves said in conversations that he tries to understand why the rhetorics of Russia in the previous months have become increasingly hostile to Estonia. He saw the only explanation for this is that Russia’s behavior simply irrational.

Ilves quoted the ambassador of one of the European Union countries, whom he met in Moscow. The ambassador told Ilves that Russia is a state that does not need more economic, but a mental aid. Ilves believed that a hostile attack of Russia on Estonia is wiser not to react and remain calm.

Ansip, in turn, was delighted that President Ilves of Estonia became a man without a Soviet past, which has grown in the US. This allowed Ilves to say that Estonia should not respond to talks of Russia. In this case there is no fear that such a view does not like Estonian-speaking voters. And this would have happened if something like said by Ansip.

Ilves called Savisaar (chairman of the centrist party, on April 5, 2007 – Mayor of Tallinn – KC) Estonian Hugo Chavez, a cheap populist. Ilves also said he did not trust the Russian contacts of Savisaar, since Savisaar during his visits to Russia frequently meets with government officials, while he is not accompanied by any one person from the Estonian Embassy. Therefore, the Estonian government does not know what Savisaar talks with Russians.
