This memorandum provides an overview of Human Rights Watch’s principal concerns with respect to the human rights situation in Russia, submitted to the Human Rights Committee (“the Committee”) in advance of its upcoming pre-sessional review of this country. We hope it will inform the Committee’s preparations for its consideration of the Russian government’s (“the government”) compliance with the International Covenant on Civil and Political Rights (“the Covenant”).
